Anyone have a rtx 2080Ti and noticed that they get 3 transcoding streams? I mean for both encode and decode, and any streams after 3 is just transcoding the encode part of the video.

Nvidia consumer cards (GTX, RTX, etc) and some Quadro cards are limited, by Nvidia, to three simultaneous encodes. See the Nvidia support document linked below for the capabilities of various cards.
As @SkylerWolfe mentions, modified drivers are available to override Nvidia’s limits. Elpamsoft has information on the number of transcodes supported when using modified drivers.
