Samsung Plex TV app live TV no direct play

<If providing server logs please do NOT turn on verbose logging, only debug logging should be enabled>
Live TV on the Samsung TV always transcodes even when the direct play and direct stream is enabled. I know server side is setup properly because if I use the Plex app on my ipad it always direct plays.
