Server is no longer accessible suddenly, even locally

My plex server is suddenly no longer accessible locally, even via http://localhost:32400/web and http://127.0.0.1:32400/web I just see a spinning circle for a long time, then when I get through there is no server available. I see Server settings are unavailable. in the settings menu. Other people on my server can at least see my server, but they cannot play media. I have tried updating the server but that has not helped.

I tried removing certain registry keys as listed here https://support.plex.tv/articles/204281528-why-am-i-locked-out-of-server-settings-and-how-do-i-get-in/ but now I can’t log in to the server either. It is showing the the server is unclaimed but I am unable to log in to claim it.

I have had similar issues. last couple months. I even deleted everything and started over. Not sure why it keeps happening
