Server migrated to new hardware but libraries didn't follow, need some help

Server Version#: 1.41.6.9685

So I followed the instructions here:
https://support.plex.tv/articles/201370363-move-an-install-to-another-system/

and everything seemed to go smoothly but when I powered up the new server, plex starts and signs in but it doesn’t have any of the libraries in there.

Is there something obvious that is left off of the help article?

So you could not do the steps in the “Edit Your Libraries” portion of that article or the libraries disappeared afterwards?
