Server not powerful enough to convert video on Android Phone only

My plex server is a WD My Cloud EX2 Ultra. I’m using an Android phone with Plex installed and the lastest versions of everything (Server, Mobile and PC).

I can play a TV episode on PC and TV, no issues. Trying to play the same episode on Android phone and I get the error that the Server is not powerful enough to convert the video.

I have gone through all the settings I can find regarding conversion and turned them off, I’ve deleted and re-converted the video from scratch and put it back on my server. The episode is in AVC / AAC format. at 5mbps. I do this for all my videos so I don’t have to worry about conversion or bandwidth. On the phone I’ve gone into apps/plex and deleted cache. On PC under settings, I’ve followed recommendations for home and remote streaming (This issue is on home network over Wi-fi, I don’t do remote access) and set them to maximum.
