Hello is your media on an external drive?
Were you running Mojave and Plex before?
Same problem. I see a dramatic CPU use of the plex media server, but no way to connect to it.
Downgrade to 1.17 works for me.
Yes media is on an external volume. Was running 10.14 and Plex without issue. Did a clean install of 10.15 and let my new PMS installation rescan my library, which it did without issue.
There’s a new security feature in Catalina for external media according to this article.

If so would you confirm that you used Safari on the Mac running PMS to do this:

Still unreachable. Plex was given permission to access external volumes when I had added my media to my build my library.

Sorry, I’ve figured it out. Of course the old server was unreachable cause it no longer exists. I failed to notice as the new one has the same name.
