Expected result:
‘iPad’ server is present in server list with some selectable sections of content to view from what was downloaded on the iPad.
Actual result:
‘iPad’ server is present in server list, but there are no sections listed under it, instead the next server “On this device” is listed with it’s sections.

I‘m not quite sure if I understand what you’re asking for. Do you get to see the Downloads menu item in your sidebar menu?
The linked posts seem to be about the ability to cast/fling downloaded media from the iPad to another Plex client. This is actually listed in the related FAQ and considered to be „by design“.
No, both previous linked tickets and this one are NOT about cast/fling. They are about the setting under Sharing → Synced Content, which is supposed to look like a Plex Server to other Plex Clients. Cast/fling is a “push” operation to a cast/fling target, which is not a supported feature of Plex Clients. Sharing → Synced Content is about enabling “pull” operations from another Plex Client. This is the same as the Advertise as Server function on Android mobile which I just tested and also does not appear to work properly.
I have a feeling this settings was mistakenly not removed when we converted from “syncing” to “downloads”. Especially with all the limits we have these days when iOS/Android devices sleep, go to lock screen, or when app not in foreground. I made a report but i have no idea if this can be fixed. Hopefully it can.
unfortunately I was told this was in fact supposed to be removed when we changed from Sync to Downloads. It just does not work the same way and will not work with Downloads.
Just to set the record straight, the lack of support was supposed to be temporary and we had commitments that it would be patched in subsequent releases, which of course, never happened. . This together with downloads for collections which again were broken with the adoption of downloads. I have proof…
