Sharing downloaded contents no longer work?

I remember back when we had the sync feature, I can share those synced contents to other devices, essentially using the sync device as a local cache.

however I enabled that ‘synced content’ under ‘sharing’ setting, other devices can discover my device, but there’s no library there. just show up like an ‘empty server’. is it because it’s only sharing *synced contents not *downloaded?

btw, I’m on iOS.
