All, I’m using HDhomerun extended to get all 51 of my local channels. I can access these channels on my android phone as well as an android STB i have.
The problem I’m having is I can’t see the the Live TV guide/option on my plex app running on my Samsung Smart TV nor can anyone see the live tv on their devices using their account.
How do I correct this problem?
The Samsung TV app does not currently have Live TV support. See the Watching Live TV support article for devices that can access Live TV.

are these Plex Home or Managed users or Friends?
These are manage users or friend. some are in my house and on my network; like my son when he comes over and use is iPhone.
Can you show screenshots of the user screen and then screenshots of each Home User Restrictions tab that can’t access Live TV? For example:
Friends do not have access to Live TV. Only My Home or Managed Users. See the Allowing Plex Home members to watch Live TV section of the Watching Live TV support article.
Sharing live TV with ‘friend’ accounts is not supported.
The checkbox will only appear on those accounts, which are listed if you click first on the category ‘My Home’ on the left side.
i.e. only ‘managed’ users and friend accounts which have been invited additionally into your Plex Home will be able to use the live tv feature.
If there are no users listed when you click on ‘MyHome’ then no user except you can use live tv.
So if i make these friends managed users they will then be able to have access to the live tv providing they’re using the correct apps?
With managed users can I have restriction on what they can and can’t do?

Yes.

Yes, BUT:
There is a big “but” here.
All users in your Plex Home are only barred from accessing your own “admin” level by your 4-digit PIN, which you hopefully have set.
And they can as easily switch to each other’s accounts by guessing the PINs.
And you can only invite users, which don’t have a Plex server of their own.

In light of the above, I can only recommend you to not invite them into your Plex Home.
You should only do that with persons who are living in your own household (i.e. close family).
I beleive I understand how this working and I appreciate the information. I will take the advise and not invite anyone but family members into Plex home
