Should I and how do you upgrade from 32bit to 64bit PMS

You download the 64 bit installer and run it.

Unless you are using PMS as a service there is nothing else to do. (shutting down plex server previously using its task tray icon is recommended, though)

Keep in mind that the 64bit version only runs on Windows 10 and 11. But for these Windows versions the 64 bit Plex server is definitely recommended.
