PlayLists & playqueues are being reworkes by Plex Inc. As soon as they will have something available we'll have it

There's also an unofficial channel bundle developed by a Plex user to implement user-defined Playlists. This support can be installed as an addon file named 'MusicPlaylist.bundle' for PMS, stored into the usual addons folder of PMS. The same author has also made a companion program for Windows PCs which simplifies the maintenance of playlists for this 'channel'. Once defined these playlists are accessed like other channel content, and launching a playlist offers the choice between 'Play normal' or 'Play shuffled'. And after making that choice and the shuffling has been done (if selected) the resulting list is displayed. Actual playback is then started by choosing a starting entry in that list. (Though it's also possible to back out and shuffle anew, with different shuffle result.) Also, as usual with Plex music playback, you are free to back out of the channel menus and go into a Photo section to start a slideshow, without interrupting the continuous playing of the music tracks of the playlist.
This channel bundle is available on Github through this link, and on that page you can also find a link for the optional playlist maintenance program (Windows only).
I've used this playlist system for a while now and I think it works very well.
Unlike the current official playback methods this playlist system allows freely mixing tracks from different albums and artists.
Amongs other lists this has allowed me to make a 'mix list' with appx a dozen of my favourite artists, giving me randomized play of over 93 hours of my favourite music.
(Needless to say, I've never played that entire list in any one sitting. ;))
