Slow Speed while Transcoding Media for Download to devices

Hello guys,
I do run a Plex Server on a synology DS920+. I download Media to an IPad Pro for offline watching on long range flights. The problem is, when i need to transcode, the speed is around 30MBit/s while the server load is 20%. If i download directly without transcode, i get ~500MBit/s.
I tested that also with the Win10 Desktop App (Lan plugged). Same behaviour.
The server is running in a docker container. I do get HW-Transcoding (tested with transcoding a movie while watching it). The speed is on the same Level with the Native DSM 7 App
How do I improve the speed? The NAS could provide way more processing power.

As you can see, the transcoder threads barely use any ressources
