EDIT: I worked this out, thanks to writing this post and looking at the differences in the two screenshots. I won’t delete it in case somebody else is fooled like I was.
LIVE TV & DVR contains your tuned channels
LIve TV contains free channels offered by PLEX.
My pinned libraries only had Live TV pinned. When I click MORE, I see a separate LIVE TV & DVR in the list. I have now unpinned Live TV and pinned Live TV & DVR.

I can successfully set up Live TV with my HDHomeRun CONNECT, all local channels scanned (Melbourne Australia), connect the guide (ICE TV) and start watching.
However, when I go back to Live TV to select another channel, all my local channels have been replaced with some default web channels such as “party tyme karaoke”, “nosey”, “TOON GOONS”. My Australian TV channels have disappeared.
The only way to get them back is to go back into Settings, Manage Live TV & DVR, and Delete DVR. I then set it up again, scan again, and can choose another channel.
