I have my android device (Samsung Galaxy Note 20 Ultra) set to use an external player (VLC) to play apps, and set every option to use original/max quality with pass-through enabled.
I’ve been noticing that when I am on the local wifi network, all files stream from my server to my phone (VLC) without issue. Most are HEVC (generally h265 Main10 L4.0) 1080p SDR files, though there are 4K and HDR files and they also work.
When I switch to 5G (>400 Mbps min) I can play almost all files but some HEVC files do not play, while others do. I’m still trying to figure out what might be cause them to fail.
All I can tell so far is that anime and most older files seem to work (maybe coincidence). The stuff that doesn’t work mostly has been more recent (last 10 years) movie/tv shows but that’s all I’ve got.

I’ve attached the info from two files, both HEVC and encoded in similar ways from what I can tell - the one that works was a larger file (~2.5GB) while the one that doesn’t work was ~2GB. I’ve had larger HEVC files that fail, but size alone doesn’t seem to be an issue as I’ve had H264 files that are 10GB that play without issue.
The last thing that I can add is that all these files play without issue if I download to the phone (via the plex app) first
