I have this issue on the plex server I setup and not on my own. So it’s something to do with mine. Whenever I try to direct stream an AVI, it buffers a lot. I feel like I could optimize the server to reduce the buffering. I have submitted logs for review

I checked my server remote settings and it was set to Original (no limit) and my internet upload speed was set to 3000MB/ps (I am on a 10GB/s connection and I average around 3000MB/s). I went ahead and removed internet upload speed and limited my server speed to 20MBs (1080p). Will that help?
The 2 Mbps limit is because your server isn’t remotely accessible (direct).
If you look at the connection info. It should be saying “Indirect”.
This is Plex Relay working which has a 2 Mbps limit for Plex Pass users.
You need get your Remote Access working (enable it) and the server directly accessible from outside on the specific port. This way, Requests come in and you then send back directly to that IP on that same connection
It was set to 2MBP/s , I was able to change it to full quality and it went to 10MB/s. It was working a while but then it wouldn’t let me watch anything again. Just buffering over and over. Here’s the updated logs.
I was able to run a test and get it to play at 180p. But when I go back up to HD it doesn’t work. And even 180p is going REALLY slow.
I ran a speed test and my upload speed is 168 MB/s

Your Xeon has no hardware assist as it predates QSV technology.

I am not so sure a new CPU will always help.
I have a i7-4470 and whilst this isnt a speedy CPU, I am doing all transcoding using the GPU, meaning the CPU is below 10%
But with the PS4 app, I sill get buffering.
The new Plex Windows client app or using chromecast doesn’t have any of these buffering issues, and its always reproducible.
All videos played are HEVC , so need transcoding as all above clients dont support HEVC and they have a bitrate of around 7Mbps , so it’s nothing special.
Server has 1000/1000 Mbit connection, client has 100/100
If you have an issue with the PS4 (which most do).
Then why don’t the plex team not saying anything? I could not find any answer to it. Its been more than 3 years since I used PS4 even for gaming. Even yesterday I tried the app after a year still same issue full lagging even for a local network videos.
Additional issue is it stated hanging like a old windows PC.
It works perfectly on my firestick, mac and windows client devices except my regular PS4
I know they keep working on it.
The biggest problem is dealing with the manufacturer’s limits of it AFAIK.
It’s a never ending battle. Video input rates keep growing but the box can’t handle it. That’s what they struggle with.
I am on the OS/server side of the house.
If I had a PS4 to test with, I would but I have WAY too much stuff already (several NAS boxes plus several players).
