can’t connect to server with AppleTV or Roku because the certificate is expired.
No, the certificate is not expired.
But the cerificate is not valid for the “domain” 20.0.0.236
What kind of IP address is this, btw? Is your Plex server on a public internet location? (data center etc?)
no, its a privet home network
it has been working fine now for 8 months. this just happened yesterday

I can’t be, because this IP address is not in a range for private use.
you can use any IP scheme you want. it is my home private network and has been for 5 years

If you want to use the TLS certificates which Plex gives youfree of charge you cannot use any old IP range.
Either you:
Disable encrypted communication between server and clients
(Settings - Server - Network - ‘Secure Connections’ = “Disable”)
Afterwards you need to quit Plex Server and restart it for the change to become effective. Do restart your client devices also after a few minutes.
or
use a custom domain name and a fitting, publicly trusted certificate
https://support.plex.tv/hc/en-us/articles/200430283-Network
or
use an IP range for your home network that is designated for this use
thank you for your input!! your first option “Disable encrypted communication between server and clients” worked. however i would rather NOT Disable encrypted communication.
as I stated before this 20.0.0.* network i have use now for about 5 years. I have almost 200 devices (including servers with static IP) connected and nothing has an issue. Plex Media Server worked perfectly for the last 8 months. so why now? why does it say the Cirt expired on Oct 6th?
Thx

It may have been one of those decisions that turn and bite you in the back with a rather large delay.
But that is just my opinion.

Plex would normally renew the certificate automatically.
You might wanna verify your server has still a working internet connection.
You might also just restart Plex Server. The check for an expired certificate is performed at server startup, so the cert should renew then.
You might want to activate Server debug logging before you restart the server. You can then inspect the log for clues whether something went wrong with cert renewal and why.

You’re using public address space on your internal network. I’m real surprised you haven’t had issues until now. You say it’s your network and it works fine for you but clearly it isn’t. As @OttoKerner stated you need to set your home network up with private address space.

Not your opinion at all but the truth. He’s just been lucky up until now and is getting look at why you don’t do that.
