Stop and go only in the beginning of movies

Hi,
Have this strange issues lately. When watching MKV files on either Roku or Nvidia Shield, I am getting pausing only early in the movie. It happens maybe 4 to 6 times in a span of 15 - 30 minutes, but quite annoying. After 30 or so minutes, the rest of the time it play without any hiccups. I am streaming locally via ethernet.
I am on version 1.13.4.5271 of Plex Server. My CPU/Server is a XEON E3-1230 with 16GB RAM with Windows 10.

Any clues where to look or start?
