I have Store track progress set for my windows app, but I only listen to audio books on Android where the setting doesn’t seem to be available and it doesn’t follow the settings from the Windows app.
I thought that was a server-side setting, not app. Once you turn it on on the server, it should work on all platforms’ apps.

EDIT: As mentioned in the docs, this applies to movies and tv shows. Music is not synced.
It is an account, not server or app, setting.
The setting can be accessed via the web in Account Settings. The setting is also accessible in some, but not all, Plex apps.
In Plex Android Mobile it is in Settings → Account.
EDIT 2: For Music Libraries, there is a Library level setting, Store track progress. As it is a library level setting, it is not necessary to configure it on individual clients.
Setting store track progress for the audio book library on the server doesn’t do anything on my phone.
