Streaming on home network slow when logging in on Windows 10 via http://www.plex.tv but very fast when logging in to local IP address

I have a problem with accessing plex on my home network from my Windows 10 computer.
If I access plex by browsing to http://www.plex.tv and then clicking the “Launch” icon, Plex streaming runs very slowly, runs at low quality and is continuously buffering; even though I am streaming from my home network.
If I access plex by clicking on the Plex icon in my system tray or browse directly to the local IP address of my Plex Server and port 32400 (http://:32400) then Plex runs super fast and I’m able to view my media at top speed with no buffering.
Why is streaming from https://www.plex.tv so slow?

You appear to have an issue with your router.

  1. change the used DNS server for your local network from the one your ISP provides to Google’s public DNS (8.8.8.8 and/or 8.8.4.4)

  2. define an exemption from ‘DNS rebinding protection’ (this is a feature of your router) for subdomains of the plex.direct domain.
(Not all routers allow this. If your router doesn’t, you’ll have to live with ‘Secure Connections’ at “Preferred”. read more about this: https://support.plex.tv/hc/en-us/articles/206225077-How-to-Use-Secure-Server-Connections )

  3. Settings - Server - Network - ‘Treat WAN IP As LAN Bandwidth’ = ON

  4. Settings - Server - Network - ‘LAN Networks’
fill in the network address of your local network. e.g. 192.168.1.0/24

A second thing to try: load the web app this way http://app.plex.tv/desktop?secure=0
