Trying to develop a basic plugin that will play the live news streams from http://pro.livenewschat.tv - they stream the videos using jw player. I was wondering if anyone was familiar with sites similar and if it was even possible to make a plugin that will work in this instance.

Unless you can find a way to directly access the video streams (HTTP Live Stream would be best), your only option is to write a Site Config and use webkit to grab the video/audio stream. That is far from ideal since it is incredibly finicky and unreliable on a wide cross-section of Plex-users' systems. It will never work on Linux-based PMS and it appears that the Plex team are likely going to be removing support for it altogether across all platforms.
