Streams above about 2-4 mbps not working for one specific remote user

My brother, one of my remote users, recently switched ISPs from Mediacom to Centurylink (1 gpbs fiber up and down). Now, he can’t play anything above about 4 mbps. Things at, or converted to, about 4 or less work fine. Above that it just sits there seemingly indefinitely waiting to play. On the server side, it looks like the media is playing. It works fine for my other remote users, and he and I have successfully tested up to 21mbps remote streams over cellular connections. The plex server side is also 1gpbs up and down.

We have tried using just the CenturyLink modem/router combo as well as putting the CenturyLink modem/router combo in bridged mode and using his Asus Router (previously working with Comcast). We have also gone through the modem settings turning off everything that might be related, like QoS and firewall. Ultimately, we were able to get rid of the CenturyLink modem altogether and connect directly to his ONT.

I setup a FTP server on my Plex server. He gets between about 80 and 250mbps downloading a 10gb file.

Any one seen anything similar or have any suggestions? To summarize, it works fine for all users but one.
