ok, so I have a movie that is in English, but has some sequences in another language.
I prefer to watch movies in English with the English subtitles turned on.
I have 2 options:
English Forced (SRT): this will enable English subtitles for everything that is spoken in the other language, but won’t show subs for everything spoken in English

What do I need to set to have English subs for everything that is spoken in English as well as the other language ?
Then I’d say that the subtitles you have are wrong.
If you don’t have a source for proper English subtitles, you can try and merge the two subtitles, thus generating a complete version of the English subs.

No, they are not. For an English speaker, they are supposed to also contain the lines from the “forced” subs. If they don’t, they can only be considered “incomplete” or “wrong”.
I can only assume that they were ripped from a disc. Particularly with VOBSUB format, it is quite common to have all subtitles in a common container, with the “forced” lines only carrying an additional flag on them.
Someone made a mistake while ripping them. Instead of storing all subtitles, the “forced” ones were removed, thus creating an incomplete file.
