Suddenly everything is being transcoded

I have a Plex server running on Ubuntu 18.04. Up until now, everything has worked great. However, the last couple of weeks, the server decides to transcode every HD file I have, even files that have previously played fine to my clients.
I generally use Handbrake to create MP4 files with either 5.1 or stereo ac3 or stereo aac (as a last resort). I usually use Profile 4.1and Level High and I think most of my HD files are between 3 and 10 mbps.
I’m using OpenPHT for a variety of reasons which has worked flawlessly up until now. I tried Plex Media Player and found I didn’t like it, but I understand it has been discontinued as well. I have no desire to use Roku or other streaming devices.
I have attached logs and cleaned them of information I’d like to keep private.
The biggest problem I have is that the Plex server is far less capable of playing or transcoding video even than the clients I’m using to play at my TVs, so I badly want direct play to work.

Something is imposing a 8 Mbps bandwidth limit. PMS is transcoding to get below the limit.

Thanks @FordGuy61. Thank you very much. I had my Internet upload speed limited to 10Mbps, not 8000kbps (I know, there’s probably some leeway built in), but these clients are on the same network and subnet as my Plex server, so IMO they should not be affected by this limit. It seems like a bug.

However, I’m super happy that upping this to 25Mbps seems to have solved the issue for me, so many thanks for your help. I actually noticed that in the log, but when you said that was definitively the problem, it occurred to me to look into the limits again.

With PHT you may need to use
Settings - Server - Network - ‘Show Advanced’ - “LAN Networks”
and put in the network address of your local network, e.g. 192.168.1.0/24

Thanks @OttoKerner. I have two local networks, both of which were there, but I didn’t have it in CIDR notation. It was 192.168.1.0,192.168.2.0 without the netmask. It’s fixed now. I can’t help but think it would be more helpful to have an example beneath the box rather than a description. Your example here was far more valuable.
