I think it might be a good idea to modify the ‘About the Feature Suggestions category’ pinned message so that the ‘When Submitting a Feature Request’ bullet points will show in a linked message. It would hopefully make it more likely that people will see the bullets if they don’t bother to follow the link.

I’m not sure how you envision this to work.
When you put a URL for another message in a message, it shows a preview of the first few lines, like this:
I just thought it would raise awareness if those bullets were at the top of the “About…” post, so they would appear in the preview.
Afaik the preview strips all formatting from the post, so they won’t be bullets. But I am up for making the first paragraph more useful.
That’s a good point, I didn’t notice. You can see it in my example above. Not even carriage returns.
Actually it might be as simple as all-capping the “Before you submit a feature request” phrase in the third paragraph.
Actually what’s there isn’t so bad. I was just frustrated after posting a link to it yet again.
I capitalized that part anyway. I don’t think it hurts to see if it helps
