"There was a problem playing this item" PMS 1.3.3.3148 on Windows 7 64bit

Using Plex Media Centre 1.3.3.3148 on Windows 7 64bit.

Having this issue once I reformatted my computer, I have tried reformatting it again and have installed ALL Windows updates and .NET framework updates.

On Plex Web (doesn’t matter if I wipe cache, or use Firefox/Chrome/Internet Explorer): ALL types of media show “There was a problem playing this item”.
On the Android Plex App, ONLY a very tiny number of videos can be played successfully. (same ones would fail on Plex Web).

Symptoms:

  1. One thing I noticed since having this problem is that my own videos (imported as “Other Video” hence won’t have public metadata) DO NOT have their video preview thumbnails appear, it doesn’t EVEN show video length, audio length. All it shows are "Audio None, Subtitles None); movies that have public metadata, “Ironman, inception” etc will show their correct images, data, however the media still wont play at all
  2. If you try to sync these media via Plex Pass sync, it will constantly have a “?” in its icon on sync progress and will never proceed

My steps at fixing the problem (based off my hours of researching similar cases from other users) that DIDN’T FIX it.

  • trying a different browser, clearing cache etc
  • reinstalling PMS, reinstalling windows7 again one more time
  • changing my Local app data location and transcode temporary location from C:// to my other drive E:// that has 400GB free space, hence no issues with lack of disk space
  • went into chrome://flags and enabled “WebRTC H.264 software video encoder/decoder” and made sure
    “Hardware-accelerated video decode” was enabled as well.
  • testing out different types of media files (all failed, and all these files were working PERFECTLY before)
  • removing ALL old devices linked to my Plex account
  • reinstalled my original graphics card drivers, as well as the latest graphics card drivers to test
  • pressed “Update Library” and “analyse library” to no success

I have captured the logs (in my log I have restarted PMS and tried and failed to open 3 files for this test scenario) and would upload it here, but seems like the forum is not working properly? (can’t even use bold, italics, or even upload an attachment to my post) hence I’ve uploaded it to:

It sounds like your location of the media is broken, does it say unavailable in the Plex Web UI?

No it doesn’t say unavailable. My location of the media is fine. It’s an internal HDD that works for everything else. No issues with read/write permissions too.

Hope someone else can shed some light on it???

It doesn’t appear that Plex is able to properly analyze your media for playback.

Similar problem (previously playable media no longer playable) was seen by users after upgrading from previous versions. The error is not the same as listed in the microsoft article, but a user did report this fixed his/her issue with the same error message that is showing in your log.

I tried moving my media to a different folder and removing/re-adding/reanalyzing AND repeated once more. Still doesn’t work.

I tried deleting plex, removing all plex related folders in the AppsData hidden folder too. Resetted my plex configurations as well to no avail.
