What WinOS?
What PMS version.
Is it in the windows system tray?
You have given zero information other than saying it won’t open. No hardware config. No OS you’re using. No rundown of anything you have already tried. No error messages you may have received. Your really need to understand that without any information it’s impossible to tell you where to start.
