Plex doesn’t use the Dolby Vision info at all when tone mapping.
My theory is that it’s not a $ issue, but that Dolby doesn’t authorize intermediate transcoding and tone mapping because that would unravel some of the end-to-end control and fidelity promises of the Dolby Vision brand.
