Try this instead.
The syntax in your config file is wrong, for some reason. There can only be one settings entry pr line.

in the settings.cfg files try changing this line
loglevel = Normal
to
loglevel = High
this can make the PlexConnect.log file get huge so be sure to return it to the original setting later
this might give you a better idea of what is wrong...maybe
Your on windows so maybe your / in the cert path need to be .
If you browse to https://192.168.1.127:443 do you get a certificate error?

This what happen when I check the web address.
That means your plexconnect is able to find your certificate. Maybe your profile on the ATV is the issue?
Does it matter what version of iOS the atv is? I’m on 5.2.1
I'm currently o n 5.2.1 as well
recheck the certificate on your aTV
it took me a few times to get it installed correctly
Hope someone can do a specific windows guide on installing the certificate, as it gets confusing when they mix the mac & windows together for me. 2 out of the 3 cmd runs at the beginning didn’t work for me ? , but I will wait till hopefully someone does a step by step windows version.

I was a bit daunted with the instructions too, but it worked first time for me on W7....did you run the CMD as administrator? I didnt think the the 3rd command worked for me either as I got a warning about the pathway that looked like linux....however, I did get the 3 files, and I put the cert and pathway at the root of the plexconnect folder, not in a cert pathway....
I also had issues with the iphone config util not finding my device but a new MicroUSB cable sorted that....
