Transcode chunk size/timeout limit

So recently I enabled remote access to my plex server and I noticed that some of the chunks generated by transcoding are well over 20MB, some even 1xxMB that wouldn’t be an issue but plex web player/tv player has a timeout to download each chunk set at 10s like you see in the image below, chunk 128.m4s is so big that it cant get it in the 10s time window and keeps redownloading it so the video stream stops and tries to wait for it to download which never happens

so my question would be from where these 10 sec limit comes from, can I increase it? Or can I set limit on the chunk size to be lets say below 10MB? I tried all transcoding setting that kinda work if I choose lower quality stream, then chunk sizes are around 2MB, but for the original quality stream they are sometimes well above that
