Transcoder not showing updated driver/display

I noticed that the Plex server was reporting Microsoft Basic Render Driver under Hardware Transcoding Device.
I verified that the MS Basic Driver was all that was installed in Windows (Server 2019)
I corrected the driver by installing the ASPEED Graphics Famils/WDDM driver in Windows - I am trying to use Quicksync on my Xeon CPU’s iGPU.
I have rebooted the server and updated Plex, then rebooted again.
But the listing under Hardware Transcoding Device still shows the Microsoft Basic Render Driver.
My question is how I can verify that all of the transcoding capabilities of my setup are being utilized? Or is there another way to get Plex to refresh its list of devices?

What makes you think that “ASPEED Graphics” has anything to do with the graphics adapter of your CPU?

Are you certain that your CPU does have support for QuickSync at all? There are very few Xeon CPU models which do.

On Intel CPUs with QuickSync support, you need to enable the integrated graphics in the computer BIOS, then install the Intel graphics driver software.

The ASPEED Driver is the one provided by the Motherboard Manufacturer - according to the Intel website they do not provide Graphics drivers for Xeon CPU’s that have integrated graphics - the driver is to be obtained from the Motherboard manufacturer (in my case Supermicro).
Yes, the CPU is the E3-1365L v3 which has the Quicksync feature (the reason I bought it).
And, to be complete - the only GPU is the integrated one, and the ASPEED driver did successfully install and is enabled.
