Transcoding Issue on Windows Desktop App

I’m having a weird issue with the latest version of the windows player. I can’t transcode locally on the windows desktop app. But, I can transcode fine through my TV and Mobile app. As a weird goof, I reinstalled the NVidia video drivers which didn’t work. I get this error below which potentially points to the driver. I only do a transcode locally to verify that my Linux NVidia drivers are working properly after an update.
