I have an amd fx 8300 cpu and quadro p400 card with Plex on windows, I know it’s not recommended transcoding 4k but I’d like to be able to do it, my current set up will buffer every 5 seconds I’m debating getting a better gpu something like a 1070 would the cpu still be a problem?

With that CPU, you can pretty much forget 4K or HDR transcoding. PassMark - AMD FX-8300 Eight-Core - Price performance comparison
It’s 9 years old, that’s an eternity in computing.
The GPU can’t do everything in hardware which is necessary to transcode 4K/HDR, so it is only of limited use for you.
