The defsult library view says it is sorting by title, but in practice it appears to often do this by date metadata.
As a workaround, I am carefully adjusting the date metadata on my video files to present the desired order.

Is this about items in a collection? Collections will default to display their content by release date (can be changed to alphabetical order).
The only other reason coming to mind why a movie will be sorted differently is if you have assigned a “sort title” (e.g. Star Wars Episode 1 for A New Hope – or Harry Potter 1 for Harry Potter and the Sorcerer's Stone).
Beyond that I cannot reproduce the behavior you described.
What version of PMS / Plex Media Player is this about and what type of library (movie, tv-show, other video…)?

The default sort for collections may not be sufficiently represented in the UI, as this typically says “By title”.
You’re referring to the sort order displayed when you’re in the grid / poster view.
This means your collection is displayed alongside your regular movies based on their names.  It does not mean the content of an individual collection must be sorted by their titles… that’s why you group your items in a collection.
By the same logic you could argue you want the episodes of a tv shows ordered by their titles because the show’s are displayed in alphabetical order
