My plex server is on my windows pc all devices can acces it and play films but from tv app it can find it. it says “is now unavailable”
What kind of TV?
Does the TV have a “real” Plex app, or are you using the generic DLNA player that comes with almost every TV nowadays?

No.
But if you are not using remote access at all, it is safe to disable “Secure Connections” in the server settings. This helps you avoiding the whole certificate drama.
okay so it didnt work but i messed with the setting on the server turned something on and on tv i see icon of plex server and correct name and i can play things
