Thanks, I did not know about this. I closed Plex, ran the bat file and it completed within 20 minutes or so and the DB size has shrunk to ~200MB! It looks like the library scan may be faster now, thanks for the tip.

At 40Gb’s are you sure you have properly recovered from Library.db size more than doubled in latest version?
