Two NAS. One Library. CPU load balancing

I’m trying to make two Plex servers but with one library.
I have two separate (mirrored) NASes set up at different locations. I am trying to increase my capacity of transcoding as most of my library is in HEVC. But Plex web doesn’t play HEVC and transcodes them. I have many clients and would like to balance the load on the CPU over the two NASes.

Edit: I want them to seamlessly change servers instead of having to manually choose which server depending on which is slow. So they should appear as one library instead of as two servers.

Plex is not designed for such a model. So you currently cannot do that without actually running 2 individual servers with 2 independent libraries.
