is there a way to have two servers with the same watch history or sync-able servers
ie if i watch breaking bad s01 on server A i can continue the same episode on server B if they both have the same exact file?

While there’s no native option in Plex to actively sync that information between your servers, you might want to have a look at this recently released feature:
That part won’t work. We only sync completely watched episodes so you cannot resume the current episode.
