do you have a smart phone you can access the web app when on cellular ( turn off wifi ) so we can see if it is a network issue by trying on a different network (celluar)
may need to look at chrome console logs when you open up restrictions window
I have shutdown all the servers, uninstalled chrome browser from my laptop, cleared the folders for chrome.
installed chrome clean, started only one sever (first time was the windows 7 one) , connected ipaddress:32400/web.. no trouble getting access went to user still no Live TV option…
did all again using a different laptop, and Ubuntu server, same result..
Just tried my cell phone using the chrome browser on it.. I get as far as entering the pin.. but it just goes back to user pin prompt… that’s trying both managed users
tried safari browser, was able to get to the user settings, the Live TV option still wasn’t there..
This might be a shot in the dark, but I seem to remember that originally you had to share a library with the managed user as a requirement of sharing DVR/Live TV. I suppose it was so they would have a destination if they setup recordings.

The managed user (me) has all libraries shared…
But for grins, I unshared them and reshared them… still no live tv option…
I’m sharing 22 libraries according to the settings screen…

Yes I have… tried every combination of servers, OS…managed, friends, etc.
Even tried friends since some said that even worked for them.

Well I think that all have been eliminated except how it determines PP…
Not sure were to go with that… or if there’s a test we could try…

The same thing that determines if Allow Sync is available which shows up fine. the main thing that determine is if the user is in the Plex Home or not. which managed user must be so that is why very confusing

another laptop never used with plex…
installed firefox…
login to plex using my user name rather then my email…
everything looks good to this point…
went to managed user ‘D’ and still no Live TV…
If you are using Firefox, perhaps try a different browser, I use chrome and have no issues.
I stopped using Firefox a while ago as the browser updates seem to break plex integration.
I’ve tried
different browsers, a laptop thats never been connected to plex before just to see if there was some cache issue somewhere.
Taken all servers down, removed them from Plex account. restarted one server and login local and still no option.
I’m not sure why Plex has no fix for this…
1/9/2020 problem has been fixed, turned out to be an issue with my account on Plex.tv itself… Their not sure why I was able to access the DVR option at all.
