Unable to add new library

for some reason today i have been unable to add new libraries , keep getting message advising "your changes cannot be saved. any ideas how to fix this ".
any ideas how to clear this error message

i have tried that , even restarted pc but still get same message

  1. make sure to use the hosted web app
  2. verify that your web browser doesn’t have any 3rd-party web browser add-ins activated. Don’t use a locked-down browser like Brave etc.
  3. Perform this: You need to reclaim your server, but don't dare to touch the Windows Registry
