Have you actually done anything to verify the DNS lookup resolves to the correct IP address for plex.tv on that network? Don’t just assume that because you set the DNS server that it is working properly.

Check your DNS resolution for plex.tv. Open up command prompt and run nslookup plex.tv. The IP address for plex.tv should match with here. If it doesn’t match, change your DNS server to a public resolver like Cloudflare 1.1.1.1 or Google 8.8.8.8.
