I was a happy Plex users for a long-long time. Until last year, when something broke. Now, unfortunately I do not remember the series of events which led to a broken Plex, but AFAIR, I tried adding username and manually backing up Plex files and manually restoring them.
I think I also changed the username for my account from web (but I might be wrong or remembering incorrectly).
When I reinstalled Plex, I got a message “There is an unclaimed server. Click here to claim it”. When I try to claim it, it gives me an error "“Unable to claim server - There was a problem signing in to Plex”. It then asks me to install the server manually as well. I have tried to reinstall, uninstall and then reinstall, logging out of all devices (via Plex web) a million times but nothing works. This has gone on for almost 6-8 months. All this while I have been trying to google and find a solution but nothing works. It just keeps on repeating this infinite loop of error. A recent thread which faced similar issue got resolved it seems (link), which is why I am hoping that somebody will be able to help me as well.
Please help. Movies and TV are not the same without Plex. I am limited to a very limited Netflix catalog.

Check your server machine has the correct date/time.
Is your anti virus software decoding encrypted network traffic to inspect it for viruses? It appears so, which makes all the traffic between Plex server and plex.tv invalid.

You know how frustrated me and my family have become due to this seemingly infinite loop of nothing-ness? I disabled Kaspersky and boom! It worked. Can’t believe the solution was so quick. Thank you!
I just had this issue myself. For me it wasn’t my antivirus. My PC is connected into the modem router from the ISP, but I also have a wifi router that’s also connected to it. The issue seemed to be that the IP was not an “internal” ip and I had to use my wifi router to connect and obtain an IP of 192.168.x.x and then claim the server and then I could disconnect from there and use the wired connection.
