Unable to connect to Plex Server unless I logon first

Server Version#: 1.17.0.1841 and 1.18.0.1846

I’ve always been able to connect to my Plex Server from another Windows system or my Android phone without having to logon to the server first. There was one exception about a year ago where I had a problem, but that was resolved.

However, now in 1.17 and 1.18 of Server on Windows, after I reboot Windows I notice that I have to logon to my account in Windows first before Plex is accessible to other systems.

Any tips on how I might go about troubleshooting this?

Just to clarify my original post, when I say that I cannot connect to the Plex Server, I mean that the Plex Desktop app in Windows and the Plex App for Android simply do not see the server. I have to physically go to the Plex Server and Logon for those apps to be able to see the Server.
