Unable to Load a specific Libraries Recommended Page on iOS/AppleTV

I previously fixed this issue by just restoring to a previous older snapshot, but now its happening again, but this time with a different library section. And I really Want to avoid having to restore to a previous snapshot again, if anyone has any ideas? @ChuckPa

This Began shortly after doing the following:
1 - Adding Multiple new Collections to multiple different Libraries. Many of the Collections were named the same name (IE Toonami & Jetix etc.) in multiple different libraries.
2 - Generated Tuners based on the Collections I made. And Started a connection to it via Plex Media Server.
3 - Ran Optimize Database via Settings > Troubleshooting > Optimize Database
4 - Restarted Plex Media Serrver and could no longer access one of the Libraries (this time Animated TV Shows)
5 - I thought Maybe its because Collections in TV Shows might not be able to have ‘&’ in the Collection Names for TV Shows, so changed all the collection Names that had ‘&’ in them even if they were not in the effected Library.
6 - Looked in the Console logs in Settings > Console and started seeing stuff like the following:

7 - So I thought maybe it has something to do with being unable to retrieve the Subtitles for either the Shows from my library that would normally be populated in the Recommended page for the Library or from the shows from the tuner. And I Changed the settings for some users in Settings > Account > AUDIO & SUBTITLE SETTINGS and deselected Automatically select audio and subtitle tracks and saved the changes. But Did not seem to make any difference.
8 - Also noticed that when starting the docker container I see Critical: libusb_init failed but the PMS still starts up in docker.

Things I’ve tried afterwards (to try and fix):
1 - ran DBRepair.sh script to try and fix any database issues (AUTO mode)
2 - Used DBRepair.sh script to try and purge any temporary files (there was nothing for it to do)
3 - Ran steps to clear DVR tuner settings (according to from Clear all DVR settings and start again Windows Plex Server since I thought it could have something to do with it?)
