Unable to reach Plex server from Android app on lan

I’m having trouble reaching my Plex server via LAN access from my Android app. I also tried through the browser on the phone and it wasn’t reachable. I have GDM enabled on the server and have specified my subnet in the LAN networks box. My windows firewall and router are allowing access.

Am I missing something? I attempted to go through the faq, but all it said was to make sure they were on the same subnet, which is a given.

Any help would be appreciated.

I figured out why, but I’m not sure how to fix it. My internet is down due to hurricane Irma, so I’m guessing the phone is bypassing the LAN altogether despite the wifi being connected. I have to figure out how to use my mobile data connection as my default route while still keeping access to my lan.
