I have a playlist of 1000s of http video streams. It is an m3u file with format :
#EXTINF TITLE_OF_THE_MOVIE
http://domain.mine/title_of_the_movie.ts
I would like Plex to load the m3u information, and display a library of all the movies with Plex-retrieved metadata, artwork, year, notations etc.
How hard is it for Plex developers to implemented that functionality?

There’s already an existing feature suggesting asking for Plex to support M3U as source for media in general and one specifically discussing the addition of M3U files as sources for live tv. Please comment/vote in those (or only the one applicable to your use case) in order to help us avoid distracting or cannibalizing votes. Unless I’m missing some unique aspect of your suggestion I’ll close this thread as a duplicate.
It would be nice to have an option to point Plex to existing m3u playlists and use those for Plex playlists for a DLNA/UPnP music server or serving to Plex clients. Or if not to be used as Plex playlists it could be a separate feature called something like "External Playlists." Right now I am aware of one piece of software that can make M3u available via UPnP, but I was hoping just to consolidate to use just Plex for all media serving.
Many IP TV providers provide a channel list with TS streams defined in an M3U playlist, often with HLS seperation of streams to support multiple bit rates. They also use a groupid tag to place channels into a sutiable categorisation for use in the EPG TV guides.
Please consider adding support for M3U as a tuner type in DVR/Live TV. I have just tried out Emby’s version of this, and it kills Plex dead in my house for live tv.
The MP3 external playlist is pretty much what I would like. I will vote for it.
LIVE TV is unrelated.
