Users unable to play Non-English channels and recordings. Admin user does not have this issue

Steps to reproduce:

1. Remotely from NAS location on Fire TV, open plex client.
2. Sign in as one of the users(not Admin user).
3. Attempt to play the channel or a recording from that channel.
   Results: Playback starts to buffer a lot, and playback is basically none existent.

This issue seems to happen on fire tv, as I was unable to reproduce it on my android phone remotely.
Troubleshooting: I tried rebooting, reinstalling the client app, restarting the server, and adding a new user.
Remote transcoding is enabled and playback is 720p 2mbps.
