The verbiage is strange to me…are Plex Server owners running their servers on VPS? or charging people to use their server?
This is not an either/or. Yes, some folks deploy their servers on hosting providers (VPS). It is also the case that some of these folks violate Plex’s ToS and charge other folks for access to said server deployments. They are not mutually-exclusive.
