Video will not Direct Play at original bit rate

Server Version#: 1.24.1.4931 (Synology DS920+)
Player Version#: 7.22 / 922 (Apple TV)

None of my videos play at higher quality anymore: 1080p is stuck at 10 Mbps, 4K is stuck at 40 Mbps. Direct play works but the bit rate and quality is significantly lower than it should be. Playing from ATV, iOS, or web. I’ve gone over all of my settings 100 times but can’t find the cause.

The players set the limit for everything local.

When Remote, the server can impose additional bandwidth limitations.
