I know this issue has been documented everywhere. And From what I’ve read i basically just need to have Plex output stereo, but how do I do that with Plex Media server / Plex mobile app (ios)???

everywhere I read that the settings are in settings > audio or settings > preferenes audio, but I do not see those settings anywhere in PMS or the mobile app. Do I have to use the Desktop version and directly connect my PC to the TV?!

On the iOS app you control it when playing content. Click on the three dots in the lower right corner then Playback Settings | Audio Boost.
