How is it possible that I can give half stars in the mobile app but not the web app???
Am I supposed to like more or less the movies if I watch them on a browser than if I do on a mobile phone? So, I liked Spiderman 3.5 stars on my phone but just 3 on my browser apparently.
This is so incredibly wrong that I cannot believe it’s being there for such a long time already.
It’s definitely possible in 4.106.1 (and the bundled app, 4.100.1 in the latest server version):

It works on all media types for me. Tried in Chrome 113 as well, no difference (this gif is from a Discover item, but it works on all of my personal media as well):
Try on your actual media and not within discover ? I’m seeing the same behaviour within local media.
It appears this half star ability is currently intertwined with participation in the Discover Together feature. Discover Together Beta : Announcement & Feedback
Users who are participating in the test, will currently see the half stars, users who don’t, won’t.
I understand that work is underway to decouple these in a future release.
